There are a couple of different places you can update those settings for them.

If you are viewing them from the Inbox, click the three dots in the top right corner and you will see the Allow Calls option. Click that to allow calls again:

Or if you are viewing the person's profile in People, you can click More in the top right corner and select Allow Calls:
