Some Canadian carriers continue to treat Toll-Free SMS the same as normal 10 digit long code traffic ; there are no special filtering provisions. (For the US - all US carriers will reduce carrier filtering for toll-free numbers). Please review the below on the carriers that have reduced filtering in Canada over toll-free numbers:

As of November 2020, the Rogers, Fido, Telus, and Videotron networks have begun treating Toll-Free SMS as an A2P channel, with reduced filtering. The remaining Canadian carriers continue to treat Toll-Free SMS the same as normal long code traffic; there are no special filtering provisions.

A2P = Application-to-Person -

The process of sending mobile messages from an application to a mobile user. A2P SMS messaging is also called enterprise or professional SMS
